Update Gateway API Channel for request timeouts feature #15747

Until v1.2 releases, timeouts are in the experimental channel and not standard. https://istio.io/latest/docs/tasks/traffic-management/request-timeouts/ (and possibly other places) incorrectly point to standard channel
