remote acces impossible

My friends can't access my server remotly. they get the getsockopt error. Here's what I've tried:

1. Enable 25565 on my Windows firewall
2. Create a new TCP rule for my IPV4 Adress
3. Restart my modem
4. My server runs correctly on local, on : 192.168.2.180:25565 or localhost:25565

i've also come to the conclusion that ... My ip adress change every 5 minutes (Bell Canada)

Have you tried port forwarding? Ex. WAN port 25565 forward LAN x.x.x.x(Local IP, 192.168.2.180) port 25565 on host. Once you enable the port forward, your friend needs to connect by x.x.x.x(public IP):25565. TCP rules will not take effect until a remote client is able to create a connection and a blocked port would prevent this.
