I've restarted the container, but it's still on 1.21.4. It's also set to "latest" Thanks!

It depends on the server type -- they all have their own release schedule. Read the docs to see how to select beta releases of each, when they have those available.

Confirmed vanilla is already updating to 1.21.5:
