Arrow keys do not work correctly to recall historical commands in console-input textbox

Expected behavior: press up/down arrow keys to review history of console commands. Expected to press 'up' one time to repeat the last command executed (refer to the way Chrome/Firefox consoles work). Expected to press 'up' multiple times to cycle through last commands in order (newest to oldest).

Actual behavior: pressing 'up' yields a random command from the command history. Pressing 'down' also yields a random command in firefox, but not in chrome.
