add an option to rebuild in a specific year #1345

rebuilding paimon 1.0.0 #1344 : the vast majority of issues is the use of current year for copyright message
if we were able to override current year, all this would be ok
finding a way to force a year would be nice, like we found for workdir for example (another stupid environmental issue if we can't emulate an arbitrary value)...
