add an option to use an OSX GHA rebuild node

found when rebuilding Orc #657 

I don't know how to add OSX CI infrastructure choice in https://github.com/jvm-repo-rebuild/reproducible-central/blob/master/.github/workflows/build-buildspec-pr.yml

Perhaps it is obvious for some GHA experts: help welcome...
