Users can benefit from being able to trigger VM outages ( when kubevirt/CNV is enabled on the cluster ) to ensure availability and also understand/improve recovery timing to avoid extended downtime.

We can leverage https://github.com/kubevirt/client-python to talk to the kubevirt APIs and trigger the outages.
