Remove templates containing Windows nodes from this repo

What needs cleanup:
CAPZ templates that contain Windows nodes have been migrated to https://github.com/kubernetes-sigs/windows-testing/tree/master/capz which are now considered the "source of truth" and receive regular testing.

The CAPZ templates in this repository are not maintained and have went stale several times in the past.

Before removing these templates we need to migrate the remaining PROW jobs that do use these (mainly PR jobs for azurefile-csi-driver, azuredisk-csi-driver, and related projects) to use the templates in the windows-testing repo.

Not yet but getting closer.
I started to put together a todo list but got distracted with other work.
Let me finish that today and add it here.

I was waiting for a run of https://testgrid.k8s.io/provider-azure-azuredisk-csi-driver#ci-azuredisk-csi-driver-e2e-capz-windows with my changes to produce a junit file so we could see which tests are failing to see if test failures were related to this work or not
