Investigate faster build times for image builds

What would you like to be added (User Story)?

As a release team member I'd like to see faster image builds during releases.

Detailed Description

Benchmark the current image building process to assess which machineType would be the best fit. This will entail gauging the trade-offs between higher-memory-per-vCPU (e2-standard, e2-highcpu-8) and higher-core (e2-highcpu-16/32) machines.
