Description
Bumps the upper bound constraint for pyarrow from <22.0.0 to <23.0.0 in the langchain-google-vertexai package.
pyarrow 22.0.0 was released on Oct 24, 2025: https://pypi.org/project/pyarrow/#history
This change is required for Python 3.14 compatibility, because pyarrow 22+ provides wheels for Python 3.14: https://pypi.org/project/pyarrow/22.0.0/#files
