Not a fan of using the make feature for all kinds of random files, but I'll humor you. What would the .env contain and how would that translate into a dockerfile?

It doesn't have to be make. It could also be a part of serve (php artisan serve --docker or something like that).
Just so i could spin up a docker container containing all php servers databases, queues and whatnot, (and yes @macropay-solutions extensions from composer.json) to run and deploy the application.
