Sponsor slowapi for better maintanece and features

This poll has been started based on discussion in #232 to get a sense of how many people might be interested in sponsoring this project. Almost all the people working in small to large enterprises (as indicated in the issue, seems like many people use it for work) would require something like this since your internal Corp Sec would ask for rate limiting to prevent DDoS or in general best practice.

Maybe we all can contribute and provide some much needed motivation to @laurentS to continue doing this and hopefully we get some features and more regular releases
