Overlay blocks content on Privacy Policy page on smaller screen #6979

Description
On the Privacy Policy page of the Layer5 website, the top overlay (with the "Privacy Policy" heading and Table of Contents link) partially blocks the main content when viewed on a smaller screen. This makes the text under it difficult to read.
Expected Behavior
The overlay should not obstruct the main content. It should either be transparent, collapsible, or positioned so that the text is fully readable.
