Approve ArcheOS constitution and initialize Codex governance

Context

The repository has been initialized with the first ArcheOS architecture, object boundaries, governance charter, Codex role definition, roadmap, ADR-0001, Capability schema, and GitHub templates.

Goal

Review and approve the initial project constitution, then let Codex complete repository governance and operational automation.

Required review

• Confirm ArcheOS is the governance and capability-engineering layer rather than a replacement for Tolaria, Codex, Hermes, or domain agents.
• Review AGENTS.md.
• Review docs/architecture/system-architecture.md.
• Review docs/architecture/object-boundaries.md.
• Review docs/decisions/0001-archeos-scope.md.
• Review the v0.1 roadmap.

Next Codex work after approval

1. Create role files under docs/roles/.
2. Add issue-first work intake and change-management documents.
3. Add CODEOWNERS.
4. Add repository bootstrap and label scripts.
5. Add CI checks requiring Issue references and architecture classification.
6. Document manual GitHub Ruleset configuration.
