SDL3 3.2.18 SDL_EVENT_MOUSE_WHEEL is fired twice on Linux

Hi! After upgrading to 3.2.18 SDL_EVENT_MOUSE_WHEEL is fired twice.
Rolling back to 3.2.16 fixes the problem.

xorg version: 21.1.18

This is a side-effect of 72f4dd1

It seems like one tick of the wheel generates two XI_ButtonPress events, one on the master device and one on the slave, and with the master device check moved to the pen path in that commit, duplicate wheel events are allowed though. This isn't a problem for regular buttons with up/down state that can be tracked and used to filter out duplicate events, but wheels have no state to compare against in this case. It's easy enough to add the check back to the button path, but it should probably only be done for wheel events so as not to break mouse emulation when using a pen.
