chore: create the .gitignore generated by Turborepo template

This commit introduces the file so Git mechanisms will ignore the files
such as those related to logs, `.cache`, reports and diagnostics,
runtime data, testing coverage, 3rd-party packages, build, development
experience cache files such as `.stylelintcache`, microbundle cache
products, any `.env` and/or `.env.{environment}.local`, files related to
the output of Next.js such as `out` and `.next`, any serverless and
VSCode-related configuration or local cache and many other `.` folders.
