proposal: track translate-ready files

Problem

Translation was the topic that enabled this project to have a repository of its own, the translation is blocked on updating the current documentation.
As documentation gets updated, some files might become "translation-ready", allowing some files to be translated.

Solution

List all documentation files in a file, classifying into "translation-ready", "update-translation", "update-documentation", "updated". This can be done in a json or yaml file, as preferred.

Consideration

CI to automatically manage the edited or new pages will need special thought and work.
