July OTX Update

REMOVED: Assistant Tool

Due to ongoing issues and concerns with the Assistant Tool changes and the stalled development regarding this PR, I have made the decision to remove the Assistant Tool from OTX starting with this update. It will not return until Assistant Tool has been merged into the Official OpenToonz builds.

The Assistant Tool is still available in prior OTX versions as well as the Morevna Edition.

I apologize for any inconvenience this may cause.

The Good: Short Play is back and the fix for the crash that happens when using Ctrl+X has been replaced with #2914.
The Bad: Stop Motion Support changes, though listed, is unfortunately not supported in OTX. Only the Offical version has Stop Motion Support activated.
The Ugly: macOS users should avoid using the Ellipse Assistant, for now, due to an existing issue that causes OT to crash. Developer has been made aware of the problem.
