feat: add pyproject.toml and other infrastructure to simplify setup

• Get to the point where uv venv and uv sync do the right thing in this repo.
• Should the dependencies be grouped by lesson or will that be too confusing?
• If they're not, will authors have to wrestle with cross-lesson conflicts?
