Configurable Threshold for Dropdown Menus in Matomo UI Navigation

A customer has requested an enhancement to the way Matomo displays sub-menus for Goals and Dashboards etc in the navigation menu. Currently, when more than 5 Goals or Dashboards are created, Matomo automatically groups them into a dropdown menu instead of listing them individually in the submenu.

e.g.

The customer would like this behavior to be configurable via config.php.ini or UI setting, allowing them to set a custom threshold for when the dropdown menu appears (e.g., only after 10 Goals/Dashboards instead of 5).

This would provide more flexibility for users who prefer to see individual entries up to a higher count.
