Add dpkg package name checks and make all apt scripts posix compliant

dpkg has restrictions on package names, and we need the scripts to be posix compliant to run on systems without bash.

Proposal

add package name checks to apt-install.sh

remove all bashisms from apt scripts, and check through
checkbashisms script.sh
