Add caira-assistant chatmode suggestion to 'getting started' steps in root README. #175

The current suggestion to discover CAIRA through HVE is separate to and underneath the numbered steps of getting started. Users reading through 'getting started' don't get down to that section, and miss that recommendation.
It might be worth moving the mention of caira assistant to those getting started steps, if that's the way we want people to interact with CAIRA.
