[Feature]: Advanced Logger - support multiple adv logger buffers #679

Feature Overview
There is a desire to support multiple andvanced logger buffers on a platform. UEFI would only write to a single instance of these, but the tools should be able to dump all of the buffers. Specific the PRM module and the file logger should be able to access any number of log buffers for file logging and extraction from the OS.
Solution Overview
Update the File logger and PRM module to be able to accept multiple logs addresses and to enumerate and dump the associated logs.
