Loaded components are not exposed as tools in Gemini CLI or OpenAI Codex CLI #259
Description
Last week I confirmed that Claude Code now successfully loads tools without a restart, per our earlier issue on #111.
However, when testing scenarios for Google Gemini CLI and OpenAI Codex CLI I wasn't able to have the clients expose any of the tools loaded via load-component.

I believe this is a regression in Gemini CLI's case.
Could we please confirm whether this is possibly a bug on our end, in advance of us potentially filing issues upstream?
