Why is the repo named winget-pkgs instead of winget-packages?

The abbreviation seems unnecessary, it just saves four characters.
Can the repository be renamed?

It would be a breaking change to rename it at this point, as many scripts are hardcoded to the pkgs name

I think pkg is just a common nomenclature with the dev world. Another example is https://pkg.go.dev
