[New Feature]: Approve Sourceforge URLs in packages by default.

GitHub URLs in packages are auto-approved. Sourceforge is also (as far as I can tell) a Git. So surely Sourceforge URLs would be warranted to auto-approve too?

Auto-approve SourceForge URLs in packages without needing waiver files or explicit admin approval for each package/PR/pipeline.

I believe SourceForge URLs are unapproved by default because 3rd parties re-host installers on there so a admin has to manually check that it's the official source.
