i should not know about resigning for WDA or other tools as a user i should be able to provide my FREE apple developer accounts and sign the app and push to device without opening xcode

This is actually not as easy as you think with a FREE account. You have to go through a completely different way of authenticating with apple, and its known to be quite error prone. TL;DR you have to go through, whats called SRP + Anisette authentication flow. The problem is, its very fragile on macos, and nearly impossible on windows and linux. And even if you get it right on macOS/iOS, you are at risk of getting your account banned. Fastlane does have an implementation to do this, but they've moved away from this to use the apple developer api directly, but that requires using JWT authentication which can only be done with a PAID account. That might be a natural stepping stone to eventually getting you what you need, but going straight to supporting this feature from a free account is probably a losing battle.
