Show a more informative 404 page on projects that do exist #7103

Please confirm the following.

Is your suggested feature related to a problem? Please describe.

While creating a project I found a slug was taken, and I tried to check what the relevant project was and it showed me the 404 page, which was confusing.

Describe the solution you'd like

Instead of showing an unrelated 404 page, show a page with more info on this specific slug. If the project does exist, but is private, say "This project is privated.". If the project is under review, you could show some basic info about it or just "This project is under review.".

Describe alternatives you've considered

The current 404 page does say "The author could've made this project private", but that doesn't really confirm anything and is not a 404, but a different error entirely.
