No issue: Remove 'mozilla-mobile/releng' as CODEOWNERS of /automation

This directory is specific to the 'reference-browser' repo, and not
something folks on releng have much experience with anymore. We'd
like to be less involved with the day-to-day operations of specific
repos, so removing code ownership here.
