If empty xml is given as parameter, empty array can be returned.

Have just seen your issue as i worked on this - mtownsend5512/request-xml#14

I wonder if this is better to solve here? This works and passes tests, but is it what you would expect?

public static function convert($xml, $outputRoot = false)
    {
        if (empty($xml)) {
            return [];
        }
        $array = self::xmlStringToArray($xml);
        if (!$outputRoot && array_key_exists('@root', $array)) {
            unset($array['@root']);
        }
        return $array;
