Can't use 'Edit element' shortcut to enter text editing mode on a selected dynamic

Reported by @MarcSabatella here

1. Select a dynamic
2. Try to use 'Edit element' shortcut to enter text edit mode
3. Instead of entering edit mode, the shortcut just toggles the popup on and off

Expected behavior:

• When a dynamic is selected (whether the popup is open or not), the 'Edit element' shortcut should enter the dynamic into text editing mode and open the popup if it wasn't yet open
