Add ability to use @project and #tag in task description to allow for linking to projects and tags.

Toggl has enabled the ability to quickly add a project and tag to a time entry using "@" and "#," respectively. I like this usability in the Toggl integrations and welcome it in this VS Code integration. I did review the API documentation, and I don't see this functionality explicitly revealed, but I may be missing something. (https://developers.track.toggl.com/docs/api/time_entries).

The definition of done would be to mimic the behavior on the home page of Toggl after these features are enabled in the Toggl settings.
