Unable to see system pop-up windows

Steps to reproduce:

1. Run aerospace
2. In System Settings -> Privacy & Security -> Allow accessories to connect -> Select one of the Ask options (i.e. "Ask Every Time" or "Ask for New Accessories")
3. Plug-in a pair of USB headphones (probably also affects USB drives but I only noticed it with my wired headphones)

Expected result: I would expect system pop-ups like this to automatically float and remain on top of whatever app window is currently focused

Actual result: The macOS system dialog "New device connected, do you want to allow it to connect?" dialog briefly flashes up on screen and then disappears with no way to get it back (it's not associated with any running app so I can't cmd-tab to it, and I don't see the pop-up window in Mission Control)

This may be related to #1284 (although issue #1292 is closed and this behavior still exists)?

Anyways, as a work-around I've had to switch the Privacy & Security settings to "Automatically when unlocked" but I would prefer it to ask me whenever anyone connects any device.
