Develop robust Spack documentation

There are several aspect of the Spack workflow that require robust documentation:

• Expert documentation on the full Jenkins build system
• Release manager documentation on how to publish new packages and trigger builds.
• End user documentation on how to develop in a test release using Spack.

This documentation should be developed internally, and then distributed to the broader collaboration once mature.
