Consolidate external deps #181
Description
Converge the multiple things that build deps for antidote-core
- dockerfile
- dockerfile for builder
- makefile
- travis
These all repeat the install steps for deps like protoc, and it's difficult to ensure they're all on the same versions and happen the same way. Would be great to have one script to do it all that these locations can reference.
