[BUG]: pulls.requestReviewers sometimes removes reviewers

What happened?

We call the pulls.requestReviewers endpoint to request reviewers using a GitHub app.
Based on the documentation, we expect this to only add reviewers and never remove anyone.
However, we notice that occasionally the endpoint also removes reviewers!

Versions

@octokit/rest: v20.0.1
Node: v18.17.0

Relevant log output

This error does not happen frequently so we have no logs available yet
