Move C++ and Cython code to Rust

Now that migrating code is simpler, I think it's a good idea to simplify our toolchain and port all non-Python code to Rust.

Yes that's what I find magic with Claude Code! When it's well used, you can fulfil all the ambitious ideas you had but never had the time to do.

As mentioned in #1760, let's add a clear error message to explain to users who build a wheel that they need Rust.
