Missing 'libxcb.dll' issue and resolution

In some virtual environment python pigpens on Windows encounter the following:

Exception occurred:
  File "<path to>\onix-docs\.venv\Lib\site-packages\cffi\api.py", line 829, in _load_backend_lib
    raise OSError(msg)
OSError: cannot load library 'libxcb.dll': error 0x7e.  Additionally, ctypes.util.find_library() did not manage to locate a library called 'libxcb.dll'
The full traceback has been saved in <path to>\AppData\Local\Temp\sphinx-err-91nnjddx.log, if you want to report the issue to the developers.
Please also report this if it was a user error, so that a better error message can be provided next time.

I was able to resolve this by running:

pip uninstall xcffib

I've looked into this in the past. It's a problem with using the wavedrom sphinx extension which is why we never have this problem with any other repos.
