As a admin i want to add any link to to the footer.
Currently i can only add a link to "privacy" but allowing me to add any would make it possible for admins to add links to sites like "accessibility" (report) etc.

Who wants this? Needs stakeholder.

Needs list of URLs + translatable labels to be configured in the configuration, as an ordered model. Let's add privacy policy here as well, by default.

Estimate: 1.5 day.
