Add Team quick info popover on entity owner chip (similar to User popover)

Describe the bug

When an entity is owned by a Team, the UI does not provide a quick information popover on hover, unlike when the owner is a User.

Currently, the only way to identify the assigned Team is by hovering over the tooltip, which provides limited information. This creates an inconsistent user experience between User and Team owners.

To Reproduce

• User owners display a rich quick popover with additional details.
• Team owners only show a basic tooltip.
• Users cannot quickly view Team details without navigating away.

Expected behavior

Implement a quick info popover for Team owners, similar to the existing User popover.

The popover should provide key Team information (e.g., team name, description, parent team, etc.) to maintain consistency across owner types and improve usability.
