[feature request] Add Prediction Resampling Function

@getty708 thanks for the reply. I actually did solve the problem by doing somewhat similar.
In fact it will be great if the above snippet is added in the open-pack toolkit as a utility function for the case when the pred_timestamp and gt_timestamp arrays are not of same length. Currently it gives assertion error.

Overview

• Some time slots are lost when we use keypoint data and it will cause an error in the submission site.
• Add a resampling function to the package.
