Add Lambda SIG maintainers to CNCF OTel AWS account

We had an earlier issue to allow Lambda SIG maintainers to access the CNCF OTel AWS account: #2686. I joined the SIG as a maintainer shortly after that issue was resolved, but would now like to request access as well.
