Why does the configuration file replace $$ with $? #12442

I saw in the official documentation that if a value in the YAML configuration file contains $$, it will be replaced with $. I would like to know why this replacement happens and what its purpose is.

Historically, because we used to treat $DataVisualization as an env-var
