GitHub action has no access to push otel/autoinstrumentation-php:1.1.0 to Docker hub.

Steps to Reproduce

• Rerun the Publish PHP Auto-Instrumentation GitHub Action

Expected Result

Docker image otel/autoinstrumentation-php can be found in both Docker hub and ghcr.io packages

Actual Result

Docker image otel/autoinstrumentation-php is not found in both Docker hub and ghcr.io packages

I don't think this has ever worked, and considering we don't have support for this instrumentation, the simplest solution is to just stop trying to publish to dockerhub. @open-telemetry/operator-maintainers what do you think?

There is a draft PR opened for the operator support for PHP auto-instrumentation #3331.

While the PR is still work in progress, I think fixing the GitHub action by granting the docker push permission to registry will help the development of PHP auto-instrumentation support.

I disagree. The development of PHP support is in no way hindered by the lack of a dockerhub image. Once that support actually lands and the php instrumentation team takes ownership of the image, I'll happily help get it published. In all honesty, the fact that it's published in GHCR is a mistake. It was only done to make subsequent changes easier.
