[blog] Introduce OpenTelemetry eBPF Instrumentation (OBI)

With OpenTelemetry eBPF Instrumentation (OBI) donation accepted, completed milestone 1 of the project donation, we want to have a blog post announcing this new project and inviting contributions and users to take a look.

As discussed 1:1 it would be great to time the publication towards KubeCon, with the following additional milestones:

• make the helm chart ready: add opentelemetry-ebpf-instrumentation helm chart opentelemetry-helm-charts#1704
• have a release published

Both are currently blocking some docs pages that are hidden, so we would have a "round experience" that is almost equivalent to what people are used to get from beyla.
