[non-normative] Write document with guidance behind naming of system conventions

We want to write a document about the personas, use cases around system semantic conventions.

We want to cover, among others, these two:

• Should system metrics be renamed to os (for consistency with attributes)? #1371
• Clarify OS specific system attributes/metrics namespace #1403
