discarded_blocks的内容为空

Description of the bug | 错误描述

升级到1.2.2版MinerU后，查看middle_json，发现discarded_blocks里面只有bbox，lines字段内容为空，这会导致无法恢复页眉、页脚、注释等内容。

预期效果：discarded_blocks的lines字段有内容。

p.s. 1.0.1版MinerU是没有这个问题的。

升级到1.2.2版MinerU，选一个有页码、脚注的pdf便能复现。
