Replace jest

### Description

There are faster, better alternatives to jest nowadays.  There's a PR to Paragon that [replaces jest with vitest](https://github.com/openedx/paragon/pull/4043), for example, for an almost 10-fold speed increase.  We should investigate the alternatives and pull the trigger on the sensible choice.
