Make sure Github teams for voting and regular CPC members is accurate #1419

Someone recently mentioned that they couldn't add labels or otherwise manage issues which was clearly a mistake and they are a voting member and should be on the appropriate team but they were not. We should double check this and make sure we are all good.

I've audited the cpc-regular-members and cpc-voting-member teams, using this list as the canonical source of truth. I will make the following adjustments. Note these diffs were created with the help of an LLM. I did spot check, but of course, if anyone notices a mistake, let me know.
