Write up the new combined ICD10 release work and share with users #3125

Description

@rw251

Why are we doing this?

We are planning to deploy a new multi-edition release of the ICD-10 coding system that allows for codes in the WHO 2019 and the NHS 2016 editions. This work needs to be documented and communicated to users.

What are we doing?

Documentation

  • Update OpenCodelists documentation to explain:
    • Multi-edition ICD-10 version
    • (Impact on existing code lists/any migration or update actions users need to take/flag that old ICD10 codelists could be problamatic)
  • Check/update any OpenSAFELY user guidance and help pages where ICD-10 is referenced

Communications

User Impact Assessment
  • Generate list of projects currently using ICD-10 code lists
    • Re-run existing scripts used for previous ICD-10 communications
    • Validate outputs and identify active project owners
  • Generate a new list of users who have created ICD-10 code lists
    • Identify ownership of affected code lists
  • Produce a final contact list of affected users and projects
User Communications
  • Draft email/message for affected users
  • Explain:
    • What has changed
    • Why the change has being made
    • What action is required
    • Support channels for questions
Platform News
  • Draft Platform News announcement
Blog Post
  • Write blog post describing:
  • Publish after deployment and initial user communications
Code List Management
  • Review OpenSAFELY-maintained ICD-10 code lists
  • Track which code lists require updates
Release Planning
  • Agree communications timeline
  • Agree deployment date
  • Confirm ownership of communications activities
  • Coordinate documentation updates with deployment
